Verification Process
SCV conducts its work in alignment with the principles of the standards for the validation/verification process, including, but not limited to the following Principles as outlined in ISO 17029:2019 and ISO 14065:2020:
- Evidence-based approach to decision making. The validation/verification conclusions and statement are based on sufficient and appropriate objective evidence.
- Documentation. The validation/verification process is documented and establishes the basis for the conclusion and decision regarding conformity of the claim with the specified requirements.
- Fair presentation. Validation/verification activities, findings, conclusions and statements, including significant obstacles encountered during the process, as well as unresolved, diverging views between SCV and the client are truthfully and accurately reflected.
- Openness. SCV shall provide public access to, or disclosure of, appropriate information about its validation/verification process.
- Responsibility. The client, and not SCV, has the responsibility for the claim and its conformity with the applicable specified requirements. SCV has the responsibility to base a validation/verification statement upon sufficient and appropriate objective evidence.
- Conservativeness. When assessing comparable alternatives, preference is given to the alternative that is cautiously moderate.
- Professional skepticism. Approach based on recognition of the potential circumstances that can cause material misstatements in an environmental information statement.
The verification process generally consists of the following steps:
- Pre-Engagement and Planning. The initial step includes determination of project scope, checks for any conflict of interest to impartiality, issuance of a request for information, and preparation of a verification plan.
- Data Collection and Review. Includes the review of received documents and data, completion of interviews with key personnel, a site visit to the facility, and completion of a risk assessment to determine high potential areas for misstatement followed by a sampling plan designed to mitigate risk in the assessment.
- Data Verification. Includes confirmation of sources and activity data as well as their associated documentation, alignment with accepted protocols, and recalculation of emissions.
- Assessment and Findings. Consists of documenting discrepancies, missing information and other issues and questions to be addressed.
- Independent Review. A qualified practitioner not involved in the project completes a full independent review of the verification process undertaken prior to issuance of a verification report or statement.
- Verification Statement. Issue of a formal Verification Report and/or Verification Statement.
Any company engaged in a verification or validation assignment with SCV that is dissatisfied with the process has the right to engage in the complaints and appeals process.
